I've experienced intense, recurring stutters and significant FPS fluctuations across many games over time. The drops often start from 100-140 frames per second and then quickly return to 20-40 FPS, only to reset again. Despite having a powerful setup—Intel i7 10700K, RTX 3080, 32GB RAM—I've tried everything possible. I've uninstalled and reinstalled graphics drivers, adjusted numerous NVIDIA control panel configurations, modified various Windows settings, explored power management options, tweaked CPU and memory configurations, even removed Windows and updated the BIOS. Nothing has made a noticeable difference. Temperatures seem normal, but I notice low GPU usage in some titles and large swings in CPU/GPU performance that align with the stuttering episodes. I've tested multiple GPUs, changed RAM configurations extensively, but haven't replaced the CPU or motherboard yet. Any advice would be greatly appreciated.
EDIT: These problems tend to occur in more demanding or poorly optimized games, even though my hardware is capable. I can run simpler titles like Valorant and CSGO without issues.
It seems to be a budget PSU from EVGA. It isn't the absolute best, but it's not extremely poor either (though others might point out mistakes). EVGA introduced the BR series for users on a tighter budget. In fact, NVIDIA suggests a minimum of 750 Watts for the RTX 3080 GPU. Your PSU should be compatible, but opting for at least a high-quality unit with a gold rating or higher would be preferable for a 750 Watt model. I'm not claiming it's the main issue, but you could try running your GPU on another good PSU—maybe borrow one from a friend or test it on their system.
Also, could you share the brand and exact model number of your RTX 3080 GPU? These cards use a single 12-PIN power connector (an adapter can work), though some models need three 8-PIN PCIe cables. Your current PSU already has four 8-pin cables for the GPU.

I was using a 3060ti before encountering similar issues, but it seems the real cause might be a faulty or low-end PSU overall. My GPU is an FTW3 ultra gaming 10gb GDDR6X.
