It was a gift from an uncle who is a passionate PC enthusiast. He likely just installed the ISO files and everything else.

The process requires a specific tool named WinToUSB to convert the ISO file and mount it on a USB drive. It doesn’t seem like a standard installer is available.

Did you buy the Windows 10 USB drive? If yes, the store might be able to assist further. Otherwise, aside from the suggestions already given, there isn’t much more I can offer.
