It seems to be a CPU issue, not a GPU problem since I rarely reach 90% usage during games.

Note that CS:GO can only use a bit more than 5 threads so on your CPU you are never going to see much more than 50% total load (Unless you run something else in the background). The CPU usage looks normal and the clock speed looks fine so I'm not sure why you are not getting more FPS, but the GPU does not look to be the issue.
