Issue with Ryzen 7 5800x failing to reach full speed.
fractal design s2 setup with two fans on the CPU at full speed and five standard fans (three in 2 out mode) running at 60%. Note: tested under these conditions shows no difference. Editing: regarding the cooler mounting, I can't see how it wouldn't fit properly. I owned this for two years with a Ryzen 7 3700X without any problems—just removed the two screws, lifted it up, cleaned it, swapped the CPU, and reinserted it.
Did you remove the thermal paste from the bottom of the cooler when cleaning? Did you replace it with fresh paste? It's recommended to avoid using the old paste again once you disturb it. Wipe away the old paste from the CPU cooler and heatsink, then apply a fresh layer.
