You're noticing your CPU consistently runs at 4.2 GHz regardless of workload. That's unusual since it should be around 3.6 GHz under light use. It seems the BIOS might have a setting that keeps it stuck at higher speeds, or there could be an issue with the CPU's thermal management. Your hardware specs look solid, but the mismatch suggests a potential calibration or firmware problem. Checking the CPU temperature and voltage under load could help confirm if overheating is affecting performance.

It should operate around 4.4GHz during light tasks like web browsing or when idle, and above 3.6GHz under full load. The performance you're seeing is typical.
