Try increasing the CPU frequency settings in your BIOS or system preferences.
System speed limits are active, open regedit, modify amdppm.sys to disable throttling, this issue occurs frequently in Windows 10 and Windows 8.
there's a bug in ryzen motherboards where it will lock the multiplier to 15.5. usually its when you apply too much voltage than its happy with in offset mode. google it for a solution. I had this happen on my old X370 when i tried to do more than +0.162 offset voltage.
