It looks like you're adjusting performance settings. Core turbo should be noticeably lower than single core turbo unless you manually tweak it in the BIOS. Consider turning on precision boost overdrive if it isn't already active—it could boost speeds by 100-200 MHz.

Der8auer reviewed a Ryzen performance study. The findings indicate that most processors don’t hit boost frequencies, with few reaching them. I suggest checking out the video.

Latest versions are getting much better now. My 3600x stays within 20mhz of the claimed improvement. Under 0.5%. On the turbo, using 1 or 2 cores is possible. Try AMD Master and run Cinabench on a single core. You’ll likely notice it reaching near the intended speed at times.

It doesn’t seem like a big impact was noticed. I didn’t run a comparison chart before and after testing. Heavy multitasking keeps speeds consistent. Performance has stayed around 4GHz for large parallel jobs since my initial tests.
