In my residence the temperature is 26°C. I'm using a Sharkoon VG6-w with three case fans. My GTX 1650 has two fans and it sends heat into the case. The heatsink is placed properly. The maximum idle CPU temperature reaches 95°C.

When idle temperature hits 95°C, check installation, CPU condition, or sensor accuracy. Normal range is about 30-35°C, with 40°C being ideal.

Replace your cooler and verify that your BIOS is current. The stock cooler should not trigger thermal shutdown.

The only thing I observed was that the thermal paste on the cooler had already been applied and felt quite dry.

The thermal paste on the cooler feels more like a putty than a traditional paste, which is normal. Drying is typical. Running at 65 idle is quite high and matches what you'd expect from CPU load temperatures. Before purchasing anything, we should diagnose the issue. It seems the mount might be misaligned. If you take off the heatsink and examine how the paste came out, it can reveal if the installation was correct. You can reuse the heatsink after this, as long as you don’t take any paste off the CPU or heatsink; it should return to its original shape. Ideally, fresh paste should be applied, but if not, double-check that the heatsink is securely tightened—no movement or wobbling allowed. Also confirm the fan is spinning properly.
