I purchased my 4070 just a few months ago. Initially it functioned perfectly for two to three weeks. Recently, when I attempt to use PCIe at Gen 4 speeds, it freezes at Gen 1.1. I've tried several solutions: reseating the CPU, updating or reinstalling GPU BIOS, reinstalling Windows, updating drivers via DDU, and even using a different PC where it works smoothly at Gen 4. The spare 3070 runs at Gen 4 speeds too, but when I force the motherboard to run at Gen 3, it operates correctly there. I understand I can push the GPU down to Gen 3 for testing, but I'm eager to discover why it struggles at Gen 4. Please share any insights you have.
