Install Sierra or El Capitan. Apple seems to be restricting downgrades, though I'm not familiar with macOS details. This relates more to iOS and macOS compatibility.

Have you attempted to reinstall the operating system using the internet in recovery mode? -edit- Same link... USB image could be fine.
