You're facing a common issue when setting up port forwarding. The ISP confirms the port is open on their side, but your router shows it as closed. It might be due to firewall settings or routing issues. Double-check that your firewall rules are correctly configured for UDP and TCP traffic on that port. Also, ensure your server is using the correct IP address and port forwarding settings in the router. If the problem persists, contact your ISP again with more details.

Check if the server uses a fixed IP and if port forwarding directs traffic to it. Verify the firewall settings permit incoming connections on those ports.

is isn't exactly static I don't think but the port forwarding is set using a dropdown list of all devices and I set it to be the computer that runs the server, and the local address of the computer seems to not change. There is no software firewall, only the windows 11 firewall which I've set rules for allowing the port for UDP or TCP in the inbound and outbound rules.

This indicates that a static or dynamic IP address is currently active on your Minecraft server at the moment. You can check the details using a service like portchecker.co.
