Just 30% usage on an 8/16 chip doesn’t mean it’s idle—many online games, especially RPGs, can strain a few cores without caring about the rest, so a 30% load might still be demanding.

Balanced appears to boost my FPS noticeably, while the CPU temperatures hover near 40 and the GPU around 60.

Your processor speed increased significantly during gameplay, which likely caused the issue. Those temperatures are normal.

It's also suggested to install the most recent motherboard BIOS and the latest chipset drivers from AMD.
