The processor runs at a base clock of 3.40 GHz, yet only operates at 2.20 GHz under Rust's load. This discrepancy could definitely affect performance and FPS. 2.2ghz under stress? Expect around 3.5ghz across all cores. What’s your power configuration? How are the CPU temps looking? Just 30% usage on an 8/16 chip doesn’t mean it’s idle—many online games, especially RPGs, can strain a few cores without caring about the rest, so a 30% load might still be demanding.
It's set to power saver, the alternatives I've got are high performance and AMD Ryzen Balanced.
It's also suggested to install the most recent motherboard BIOS and the latest chipset drivers from AMD.
