I just set up Windows 10 on my gaming rig... everything works fine until I power it off. Pressing shutdown or restart always brings me to running processes, especially two (sleep - programs won’t let it shut down, and net.framework). Whatever I do—cancel or force shut—it ends up shutting down with dots around but never actually turns off. Your specs are: OS Windows 10 Pro 64-bit, motherboard MSI Z87M GAMING, CPU Intel Core i5 4460 @ 3.20GHz, RAM G.Skill 16GB DDR3 dual-channel, graphics NVIDIA GeForce GTX 770 EVGA, storage WD Caviar BLUE 1TB HDD, power supply Rosewill ARC 550M.

Did you check the task manager first before trying to power off the devices?
