The 4-pin fan connects to a 3-pin header, and speed adjustment usually functions as well.

The RPM value comes from the fan to the motherboard, while the PWM signal travels from the motherboard to the fan. When the 4-pin connector is inserted into the 3-pin header, the PWM signal is omitted, so the fan runs at full speed continuously. The motherboard can still manage fan speed by lowering the voltage from 12V to a lower level (typically around 6V).

I've seen many PWM fans that can be managed using voltage, similar to a standard 3-pin fan.
