I recently received my pc overseas (which I use often) and attempted to turn it on. The fans and key board activated, but it failed to boot. I've tested various hdmi cords and connected them to different devices; the tv still recognizes the connection when plugged in or unplugged. The power button doesn't shut off the device either.

Monitor:
Include the age of the PSU, along with its make and model. Also, provide the current BIOS version for your motherboard. Where were you originally located when shipping, and where have you moved to now?
A helpful approach is to examine all components and see if any need re-seating. Then verify all connections to your devices and from the PSU to ensure they are properly seated.

It's likely that shock and vibration during transport could have displaced the GPU card from its socket or caused the heat sink to detach from the CPU. Power supply leads or SATA cables might also be loose. As @Lutfij notes, inspect all mechanical parts and connections to ensure they are firmly attached. If things go wrong, the GPU card might have damaged the PCIe slot or the CPU cooler could have come off the board.
