Whomever assembled it for you, did a botched job.
As stated by Lutfij, CPU cooler is wrong way. It needs to be turned 180 degrees. Not just the fan on it, entire heatsink.
Also, you only have 3x 120mm front intake fans, creating extreme positive pressure. And since CPU cooler is backwards, CPU cooler is currently blowing into front intake fans. This will lead into far higher internal temps.
Moreover, there is 0 reason why your RAM needs active cooling. And other than looking pretty, it is a waste of money.
For DDR4 RAM, even the heatsinks on individual DIMMs are just for the show.
I'd remove the most bottom 120mm fan and put it way back, as exhaust fan. This at least creates proper airflow path inside the PC case.

Also, you need to remove the RAM cooler since else-ways, you can't turn around the CPU cooler.
Whomever built it, most likely deliberately put the CPU cooler backwards, else-ways the RAM cooler would not have fitted.
PNY RTX is your dedicated GPU and not your CPU cooler.

But i9-9900K is completely different beast. Most likely, not enough to cool it properly.
I'd replace CPU cooler with Peerless Assassin 120 or Phantom Spirit 120 EVO.

I just noticed in the HWinfo64 summary page that your 3200 MT/s RAM is actually running at 2133 MT/s.
You need to go to BIOS and enable RAM XMP to set it run at 3200 MT/s. This will greatly increase RAM performance.
Thank you for your response. I will reset my CPU cooler and fan for now and purchase a better one. To clarify: in caveman terms, I need to flip both the fan and CPU cooler 180 degrees? Also, I should take out the bottom PC case fan and move it to the back so it pushes air out of the case.

Note: you don't have to remove fan on the CPU cooler. All you need to to, is remove CPU cooler, remove RAM cooler, flip the CPU cooler around and put it back. With thermal paste repaste of course.

Royal Pretor 130 is the best of the three in terms of cooling.
Phantom Spirit 120 Evo is good middle ground. Has some touches of RGB.
Peerless Assassin 120 is weakest of the three. But it has plenty of eyecandy (there is non-RGB model as well).
Since i'm in the process of upgrading my builds, these three coolers were what i considered. But i ended up going with Royal Pretor 130, since it is both better cooling and cheaper than Phantom Spirit. (My cooler is currently in shipping and arrives next week.)
Thanks for the assistance, I've reinstalled the CPU cooler and purchased the Royal Pretor 130 as recommended. Additionally, I bought an extra case fan for the back side. I also cleaned my PC a bit and re-soldered some components. Despite these changes, the problem of freezes persists. I'm still uncertain if overheating is the cause, since my PC didn't freeze during temperatures above 30°C. My suspicion is that the GPU might be the issue—either because the PSU isn't providing enough power or it's failing altogether.
I've also run a benchmark with 3D Mark and found that my system performs poorly for its specifications.

This strongly suggests my GPU is likely the problem, as it also correlates with the low score.
I've observed that when checking with GPU-Z, my GPU hotspot can reach up to 105 degrees, while my actual GPU temperature stays below 90 degrees. Could this be the reason?

The device runs quite hot for a GPU; the RTX 3070 Ti should stay under ~75°C, with hotspots reaching ~85°C.

Yes, I've adjusted the RAM to XMP, but I'm feeling a bit anxious about performing a GPU repaste because of my limited experience. I plan to attempt it tomorrow or later this week. Do you have any advice on selecting a GPU thermal paste? For my CPU, I used the GD900 since a friend had a spare tube, though he warned that GD900 isn't ideal for GPUs and recommends reapplying every 2-3 months.
Only thing that is good about GD900 is it's cheap price. Costing pennies. But in everything else, it is terrible. For one, it doesn't remain properly mixed. Instead, oil will separate even when it is in the syringe/jar. It's lifespan from manufacturing date is 2 years and it doesn't have any endurance for hot temperatures and longevity. Thermal paste that i'm currently using with my system is Arctic MX-4 ( specs ). That's 2C behind of Noctua NT-H2 ( specs ). While for my new build, i'll be using Thermalright TF7 ( specs ) (included for free with Royal Pretor 130). And that's less than 1C behind from NT-H2. So, once the new CPU cooler arrives, do use the proper thermal paste, rather than the cheap "substance" from China. Well, GPU repaste takes quite a bit of work. But GPU repaste could bring life back to your GPU, by reducing thermals. It would be last thing to try, before going with completely new GPU. Also, you may need to replace thermal pads as well, rather than just thermal paste replacement on the GPU die. But i still think the disassembly process is the same. Thermal paste wise, same that you can put on CPU IHS, you can also put on GPU die. NT-H2, MX-6 and TF7 are all good ones. Or, once Royal Pretor 130 arrives and you use some TF7 for your CPU, you can use the rest of it for your GPU. Tube has plenty of paste in it for several applications. Now, if the GPU repaste looks too daunting for you, maybe local PC repair shop can do it for you. Else-ways, you're looking towards new GPU.
