Issue with PC freezes and BSoDs appearing exclusively when OBS is active
I have experimented with various solutions to resolve this problem. Reinstalling Windows helped only temporarily, and I kept the system unoverclocked. I used OBS safe mode, updated to the latest version, removed two RAM sticks, enabled XMP settings, and cleared storage space from the drive OBS records. Occasionally the PC would freeze, and other times it would crash. It freezes around 60% of the time and causes BSoDs 40%. The recurring error I encounter is a clock watchdog timeout. Windows cannot complete the error report because the system freezes before finishing, so I have to press the restart button to recover. My PC never freezes or crashes in other situations, even when playing demanding games, which makes this issue seem unusual. Any advice on next steps would be appreciated?

Consider Intel ME if the CPU is failing.

you have the option to examine additional aspects prior to proceeding
use memtest for verification
test drives using the manufacturer's utility
restore drivers such as chipset and gpu
execute dism commands to assess windows system files
-memtest results came back fine; all 4 passes done with 0 errors
-checked drives, they passed tests. the only one i couldn't test with it's manufacturer's tool was my boot drive. it's a PNY SSD and while PNY does have a tool, it was buggy and i couldn't get it to work. i did test it with Seagate's tool and it was fine
-reinstalled graphics drivers. i believe i successfully installed the chipset driver, but i'm not 100% sure. i looked into how to check the chipset driver version, and the version i saw in device manager is not the version i was installing. let me know if there's another way of checking it
-dism commands came back fine
i even changed my streaming video encoder from nvidia nvenc h.264 to x264, and to quicksync h.264 and i am still having issues with OBS freezing. my pc just froze twice within the space of 20 minutes. any other suggestions before RMAing?
