The monitor refresh rate is set by the game itself, not directly by the system settings. Payday 2 might default to 23Hz due to its engine configuration or display options. Check your graphics driver or game settings for adjustments.

Activating V-sync and then disabling it could restrict performance at lower frame rates. Could you share your system details?

Navigate to the specified folder and open the XML file. Use the search function to locate "refresh_rate" and update it with your monitor's refresh speed. Exit the editor and launch Payday 2 again.
