I've been having overheating problems for about 2 weeks. Whenever I boot up and go into bios my CPU temp is already at 60°+ I've already tried reapplying thermal paste and reseating both the CPU and cooler(this is on a completely new CPU and MOBO) Is there anything that could be causing my cpu to be overheating? The only reused components would be the GPU and then boot drive.

It depends on the specific model, but typically it uses an Intel or AMD CPU paired with a liquid or air cooler.

Are you referring to one of the MSI coolers that were pulled from the market due to residue buildup in their components?

Yes, it is. Attempt to install the cooler again; chances are it's faulty.
