Hi,
I’m experiencing problems with the new PC I bought for a younger family member. The system doesn’t start up properly after a restart from Windows.

Original specs were:
- Motherboard: Asus TUF GAMING A620M-PLUS WIFI
- CPU: Ryzen 5 7500F
- GPU: RTX 4060 8GB
- RAM: Kingston FURY Beast RGB 16GB 6000MHz DDR5
- Power supply: MSI MAG A550BN 550W 80+
- Cooler: Hyper 212 Halo

Initially, the PC would boot from a cold start but failed to complete when restarted from Windows. Lights would turn on, but it never got past the BIOS splash screen. Sometimes it reached the BIOS screen, but pressing F2/Del didn’t work and the screen would loop before freezing. It also wouldn’t boot if I entered BIOS first during startup. A cold boot worked perfectly.

After replacing the RAM on RMA and swapping the motherboard to an MSI B650M, the same issues persisted—PC would boot but couldn’t restart from Windows successfully.

On this second unit, I encountered an error saying “Over Current Have Been Detected On Your USB Device!! System will shut down in 15 seconds.” This happened even though all front headers and back USB ports were unplugged and no devices were connected. The cold boot didn’t trigger any error, but the board only showed fans.

It seems the issue might be related to a faulty PSU. Once the PC started up normally, it remained stable without problems. I’m confused about all these errors after a restart.

I’ve assembled many PCs before and never had something like this, but I’m now spending my own money on replacement parts to try fixing this one for someone I’m building.

I’ve also tested a 750w PSU of my own, same problem.
Removed all fans from the board except the CPU fan, still facing the issue.
It seems this isn’t two separate problems with two different boards that both occur after a restart.
Other than that, only the CPU, GPU, and M2 SATA are affected, but everything functions normally during regular use?
