The stock cooler includes thermal paste already applied. I’d also verify you didn’t overload it—perhaps clean off excess paste and reapply a fresh layer. The cooler’s lack of spinning isn’t much to say about. Ensure the fan is connected to the CPU header on the motherboard. You can use tools like HWMonitor to monitor CPU fan speeds.

I would also clear CMOS, as I noticed temperatures dropping below 30°C even when idle using the stock cooler. Perhaps a BIOS update is necessary?

It shouldn't be running at this temperature even without thermal paste. I'd replace it because it's brand new.

I verified it connects to the correct header. (not rotating much) From the intel builds I've handled and a 2-core build, when temperature rises, the CPU fan runs loudly and spins quickly to cool things down. This one is spinning normally even when idle, moving slowly.

While removing the cooler to adjust it, I verified the paste quality and everything looked fine. I gradually tightened it using the crisscross method, just like with my other projects—I thought I’d made an error during the initial installation.

Thermal paste touching the fan can cause damage if you remove the fan and reapply, leading to air bubbles and structural issues. Even with a loose mount, keeping the CPU below 77°C during idle is essential. I recommend removing it quickly.
