PC Specifications: Used Ryzen 5 5600x and Zotac 3070 Asus ROG Strix B550A with MoBo 32GB Corsair Vengeance 1GB NVMe and 500GB SATA. During startup, a message appears and pressing Y does nothing; pressing N takes you to the BIOS but returning to the first screen afterward. Could it be that this CPU was previously used in another machine with a different MoBo?

Open the BIOS settings, locate the TPM section and remove every record there. Turn off TPM during this process.
