Ryzen 7900 ASRock B650M Pro RS Wifi with g.skill Flare X 2x16GB DDR5 6000 CL30 and EVGA 550W. All other components are disconnected except the CPU cooler. The CPU and DRAM indicators remain consistently red when I post.

Actions taken:
- Checked RAM modules individually in each slot
- Updated BIOS to the latest version
- Reset CMOS

Possible hints:
- Power supply appears to be functioning properly for the fan
- CPU cooler fins are cool, no voltage detected on the CPU
- Connecting two case fans in series caused the rear fan to spin normally, but the Arctic PWM PST fan showed slight jitter when power was applied

With XMP/EXPO overclocking active at 6000, consider disabling it. The system tends to start up using the JEDEC standard RAM rate.

EVGA SuperNOVA 550 G3, 80 Plus Gold
Purchased it a few years back, and this is my first use. I looked into testing it by connecting the green pin to black/ground with a paper clip, and I plan to try that again.
Edit: G3, not GA.

I haven't managed to operate the board beyond a successful flashback. It doesn't start or display the UEFI screen.

It seems EVGA uses a cap similar to a CMOS jumper to block the green wire during testing. After performing the test, the PSU fan started up. Are these conditions indicating the PSU is functioning properly?

Verify all connections once more. Begin with the 6 pin CPU connector. Also ensure the CPU is properly positioned.

This situation is quite awkward. I didn't attach the CPU power cable correctly. Despite having experience with building systems, I mistakenly assumed the 20+4 connector of the ATX cable had a "+4" for the CPU. Once I connected it, the system started up quickly and I successfully ran the advertised EXPO profile. I'm really grateful for the assistance!
