Hopefully, this situation seems unusual given the changes in hardware over time. It might point to a shared cause among these problems. You're not relying on a driver booster or similar tools that update drivers from unknown sources? Perhaps Armoury Crate is involved.
It seems like there are some unusual driver conflicts occurring right now. This issue appears to be related to hardware, possibly affecting Ubuntu as well. It isn't Armory Crate. I haven't installed that software for most of this situation. What I did differently was download the drivers myself and store them on an external drive. During the fresh installation, I made sure Windows didn't install anything automatically. I installed all the drivers manually now, and things seem to be improving. I've heard that certain Samsung SSDs can cause this problem, which I'm experiencing too, but unfortunately my 980 Pro doesn't have any drivers available. You'll need to use the standard Windows driver for it. It's hard to understand why Samsung didn't provide drivers for this device. The SSDs are also the only parts that haven't been replaced with different models.
I've checked my Samsung 980 and 990 units; performance remains at default settings with no adjustments made in Magician. It seems the issue might be related to firmware. I wasn't able to locate Samsung or driver MS installations for communication, though I'm not experiencing this myself. There could be a problem with one or both SSDs, but it's unclear. Have you considered an OS installation to investigate further? Only one unit is currently connected, which might be worth trying.
Yeah I've tested everything. From running just one to all combinations up to three. Swapping OS on a different drive or slot didn't make a difference. Something interesting though is that one of my 1tb drives actually performs better than the others. The Samsung magician software with the firmware updates didn't help either.
I'm beginning to believe this might be a chance to get lucky with a new setup. I hope everything integrates well so all parts, drivers, and the OS work together smoothly. I was lucky with a fresh Windows 10 install and the problem disappeared. But once I upgraded to 11, it came back. Right now, the latest 11 install is running much better so far.
