Cleared CMOS, but it's still just a fan jump. The fans don't rotate fully; they start and then stop.

Since it's not a new board and you purchased it from eBay, did you inspect the socket for bent pins?

Thanks for the assistance, I’ll just stick with my OC and ignore RAID, AHCI, SATA 3, and HDMI.
