I maintain a consistent frame rate of 80-100 FPS with the current settings and there are no stuttering problems.

Full PC specifications are listed. Check if all other games are running properly. Run userbenchmark and provide the public link to the results.

UserBenchmarks shows Game at 81%, Desk at 84%, Work at 82%.
CPU: AMD Ryzen 7 3700X - 85.9%
GPU: Nvidia RTX 2060S (Super) - 95.6%
HDD: Seagate Barracuda 1TB (2016) - 62.9%
RAM: Corsair Vengeance LPX DDR4 3000 C16 2x8GB - 74.6%
MBD: Asrock B450 Pro4

Times are good at 50 to 55 on the CPU and roughly 60 to 70 on the GPU. Yes, slots 2 and 4 have XMP enabled at 3000Mhz because the motherboard only supports that speed for RAM.
