Laptop: Acer Aspire 7 A715-75g
Processor: i5 9300h 4c/8t
Memory: 8gb DDR4 2666mhz
Graphics: 1650ti 4gb gddr6
Storage: 512gb NVMe (80gb available space)
Approximately 8-9 months old

The issue has persisted for a while, focusing on performance problems with CSGO on Windows 10. I highlighted this because on Linux (Ubuntu, Pop_OS, Garuda Linux tested), the game runs smoothly with high FPS and no stuttering, regardless of settings.
However, CSGO on Windows is extremely frustrating, with noticeable stuttering even when FPS exceeds 100 or 120, and 160-190 on Linux.
Interestingly, I achieve good FPS without stuttering at 1080p in Linux but struggle with low FPS when using high graphics settings.
On Linux, the driver version is 470.86; for Windows I’ve used manufacturer drivers (451.xx, 471.68, 496.76), with 471.68 giving the best results but still falling short.
Using NVIDIA’s performance monitoring, I noticed CPU and GPU usage stays well under 50%, sometimes dropping to just 20-30% with minimal impact.
Are there any missing factors affecting this performance?

It is recommended to keep at least half of your SSD free for optimal performance. Regarding the OS installation, please specify which operating system you used first before setting up a dual boot. For your laptop, let me know the BIOS version you are currently using. Concerning Windows 10, tell me where you obtained the installer and which version of Windows 10 you are currently running.

unfortunately i can't expand storage space. i installed linux after windows (which was windows first). version 2.03 dated 23/06/2021 (dd/mm/yy) was used with the official windows 10 installer from microsoft's site. windows 10 version is 21h1.

it looks like disabling nvidia's instant replay removed most of the stuttering and jank. but it remains, though less bothersome. fps stays around 80-100fps, which is still much lower than what i experience on linux.

I understand i'm late but at least i fixed the issue. I noticed something was wrong—the laptop was getting hot, and both the GPU and CPU were hitting 84°C, which is the highest they'd ever reached before throttling. I brought it to a service center where they replaced the thermal paste. It turned out there was a lot of dust blocking the exhaust vents, causing the overheating. Now the fans aren't spinning much and the machine is cooling down to about 35°C overall. The temperatures stay under 65°C even when using heavy loads, so dust was definitely the main problem.
