Have you checked its ability to boot on different machines? Or is this the specific device you're attempting to set up that isn't working?

Attempt to launch the installer on another machine. I've encountered cases where certain motherboards refuse to work, requiring you to install the OS on a different board and then transfer the drive afterward.
