Open the control panel and battery options. Verify whether your configuration is set to balanced or high performance. If balanced, switch it to high performance—this increases power usage and speeds up cooling but may reduce battery life. It prevents the CPU from throttling when overheating. Test it and let me know if it helps. If it doesn’t improve cooling or the settings are correct, your CPU will automatically slow down to lower temperature.

it runs very fast, but i’ve seen the highest clock speed i get in gta 5 is 1.6 ghz while using only 40% of it. this seems like a software problem.

How are your games performing? Is everything running smoothly? Do you have any tools to monitor your FPS? With 10 cores available, it’s possible the tasks are being divided, which might reduce the speed you observe. You might want to run burn-in tests to check CPU utilization and see if the problem continues. I usually use Passmark for burn-in testing. Edited October 21, 2023 by WackySpace
