I'm experiencing a frustrating issue where everything appears to be stuttering, even on the desktop. I tried dragging my cursor and it feels choppy. Even in games where my FPS was consistently 60 without any drops, the gameplay was still very stuttery while panning around. Someone I know mentioned it could be related to dirty electricity EMI, but does electricity really affect input lag? I’m starting to think my monitor or power cord might lack a grounding prong, since I live in a country where this isn’t necessary.

My setup includes:
- GT710 (I also tried my GTX750Ti, but it still stutters)
- i5 3rd gen processor
- 8GB RAM
- Corsair 450w bronze PSU
- 720p AOC monitor

Since this problem has persisted, I don’t want to play CSGO anymore because of the stutters.

Did you try hooking the system up to another display to rule your panel as the issue?

Where is this country you speak of?
Corsair 450w bronze psu
Corsair is the brand of the PSU while 450W is the advertised wattage of the unit. Bronze is the advertised 80+ efficiency rating. What is the model of your PSU and what is it's age?
You forgot to mention the OS you're working + the make and model of your motherboard + the BIOS version for your motherboar. Please include them.
