Issue with I7-13700k at 5300-5400 MHz frequency
Hey there! I built a new PC recently and my CPU speed stays stuck around 5.3-5.4 GHz. I changed power settings in Windows but it stayed balanced. I adjusted BIOS settings, though nothing fixed it. Only when I disabled turbo mode did the frequency drop to base 3.4 GHz, but then I kept seeing BSODs. NZXT CAM and CPU-Z both reported similar numbers. Task Manager shows around 4.5 GHz, probably due to lower efficient cores. I updated BIOS, Intel ME, Windows, and all drivers I could find, but it didn’t help much. Any tips?
Have you cleared the CMOS? It looks like your CPU is stuck on fixed timing.

I found another discussion on a forum about a similar issue. Someone mentioned that an Nvidia container was affecting the CPU frequency. After that, I accessed the Nvidia control panel on my PC, and immediately the clock speeds returned to normal. I’m not sure what’s behind this, but once I opened the program, the frequencies were stable. I could close it, uninstall it, and use it freely without any speed issues, yet it had to be launched every time I started up. Any suggestions on what might be causing this?
Intel offers similar utilities, but they differ in functionality. I encountered a similar issue with my Ryzen 7900 where monitoring tools displayed low speeds—around 3-3.7 GHz during idle—despite Windows reporting higher numbers. I adjusted the power settings to 0% and used RyzenMaster, which showed most cores in sleep mode and only a few running at 400MHz. It seems standard software may not capture peak clock speeds accurately for modern processors.
They possess the advanced tuning tool that provides complete overclocking and sensor data access.
