As long as the processor isn’t throttling due to heat, swapping the cooler is unlikely to noticeably improve performance. If your cooler maintains temperatures under 90 degrees most of the time, replacement probably isn’t necessary.

Usually, lowering the temperature won’t help much once the CPU hits its reduced capacity limit.
