It’s slowing down due to excessive heat. The system restricts its processing power to prevent harm or overheating. Verify if your CPU cooler is installed properly and if the fan is operating.

Remove the cooler, wipe the thermal paste using IPA from both the cooler and CPU, use fresh thermal paste as recommended by the cooler maker, then reinstall the cooler.

The fan is indeed spinning and making a lot of noise. Could the cooling system be the reason the processor isn't running at its usual speed?

The processor was bought in used condition, the cooling system was serviced, and the thermal paste was refreshed.

CPUs may slow down when temperatures hit 95-100 degrees to prevent harm. It seems the cooling system might not be installed properly.

It’s probably best to reinstall the cooler properly using the correct thermal paste. This should resolve the problem. Other causes are possible, but that’s my initial thought.
