I recently assembled my gaming setup and installed GTA V with GeForce Experience optimization. All drivers are up to date. I'm using an i7 6700K on the MSI Krait Gaming 3X motherboard and an Asus 1070 Strix GPU. Graphics performance is adequate, but any adjustments cause automatic crashes. I've experimented with various fixes like game optimization and clearing settings files. I'm hoping for assistance—I suspect it can exceed 60 hz, especially with my 144 Hz monitor.

Yes, that was correct. I switched it off, and it seemed to function properly.

V-Sync will lower you to the minimum frame rate you're seeing. If the problem repeats, leave a comment and I'll assist in the morning unless someone else helps.
