I began exploring GTA V and encountered some odd texture loading issues. This typically happens while driving at high speeds. I have the newest GPU drivers and Nvidia’s latest patch installed. What should I do to resolve these problems? System details: Intel core i3 4160, MSI GTX 970, 8GB RAM, Kingston Fury storage.

The textures are loading slowly, similar to what you see on consoles—low quality at a distance and higher detail only when you get closer. It's slow for you to see everything.

I own both SSD and HDD drives, but since I plan to use it for a long time, I’m keeping the HDD because my SSD is relatively small. Will the SSD improve this situation?

Maybe I haven't played the game yet, but looking at how all past GTA titles handled textures, it seems the main issue is likely the hard drive speed and CPU performance. Your i3 might be having trouble because it has just two cores, and switching to an SSD could make a difference.
