I own an R9 390 Strix with 8GB RAM, paired with an i5-6500 and 16GB of memory. Despite this setup, I consistently achieve around 16 fps across all high settings. The VRAM utilization sits at about 2186MB out of 8192MB. I haven’t overclocked anything. Appreciate the help!

What video quality are you using? 1080p works, though 4k could cause issues...

Yes, I utilize tools such as Fraps or Afterburner to monitor my frames and temperatures during testing.

I rely on afterburner for temperature checks, sometimes also use hwmonitor or nzxt cam. I also use cam during gameplay for frames.

Use Cam to monitor your CPU and GPU temperatures. If they increase significantly, inspect the clock speeds—drops may indicate thermal throttling.

No, it doesn't occur exclusively in GTA5. Similar mechanics appear in other games as well.
