I tested it at 60Hz and noticed no drop or stutter. Settings were reset to defaults, and the game is restarting now. I'll update you soon.

I believe I've discovered the fix. I reset everything to the standard options and turned on V-sync, which is no longer causing freezes during FPS drops. Keep checking!
