It shouldn't be half; half refers to your refresh rate in FPS. For a 60Hz monitor, you'd end up at 30fps if you set VSync to on. Turning it off lets you reach full FPS. Keeping VSync on can cause input delay.
Observed slowdowns in menu performance. No VSync enabled; game runs smoothly at around 70fps, but the pause menu feels laggy. FPS display reads approximately 100fps during pauses.
In the menu and MENU only, performance stays at 30 FPS. Logging into Online or Story mode increases speed to over 60 FPS.
Only the listed menu options are displayed at 30fps, regardless of your actions. It feels frustrating and doesn’t appear to offer any adjustment.
Used riva tuner statistic and caped FPS at 121. No more shuttering or lag on the menu screen.
