settings cap your frame rate at 30 fps—it's not from in-game settings but from when you first open the game

In the game, I'm restricted to 30 frames per second since it consistently stays at that rate without any interruptions.

Only receive 30 frames per second after the initial screen. Then you notice "gta story mode, online, settings etc" in the bottom right corner. Select Story mode or online, and a new loading screen appears directing you to either story mode or online where your frame rate isn't restricted. I usually pick online mode and adjust settings while playing so my mouse doesn’t lag. If your FPS stays at 30/60/75, it’s due to Vsync based on your monitor’s refresh rate.
