well, this problem doesn't occur during installation since the game is patch 1.0.7.0 after setup, but i experienced grainy shadows after downgrading to 1.0.4.0. i resolved it by going back to 1.0.4.0 because of low fps. however, i installed this game on my brother's pc which has 16gb ddr4 ram i5 9400f and gtx 1650 super. there are three pcs in my house, but my own pc is quite basic. i updated gta 4 to 1.0.8.0 and played then the issue disappeared, but now i face fps problems sometimes reaching 80 plus or dropping to 49. it's a big variation in fps. this is the only game on my pc that consistently drops below 60 fps. during intense police chases it's around 39, even for watch dogs 2 and mafia de, gta 5 gives better performance. i don't play on my brother's pc for long, so i stick to my own, but he lets me use his. how can i fix the fps issue?

Is a malware scan being performed? What are the CPU and GPU temperatures? How much RAM is available? Is it using an SSD or HDD?

no malware detected, gpu temperature stays at 69 degrees celcius, cpu runs at 78, 16 gb ddr4 ram, 256 gb ssd, 1 tb hdd, but gta 4 loads from hdd

tried it but still gta 4 has frame drops. first of all ssd only improves read and write speed, it won’t shorten loading time or increase game FPS. also gta 4 isn’t that demanding, so i need rtx 3080 for 60 plus fps. after all, it’s a 2008 game.
