It might be a CPU limitation, the game only works on a couple of cores and they're slow. Check the usage when you tweak graphics settings or reduce resolution; if FPS stays steady, the CPU is likely the issue.

I'm seeing 30-40 frames per second. Sometimes the GPU runs smoothly at full CPU power, achieving 100% CPU usage and 70-90% GPU usage, with a frame rate between 85-110. But often the CPU and GPU are underutilized, resulting in only 30-40 FPS.

appears acceptable, just a potential CPU limitation. consider switching to OC or purchasing a more powerful unit.
