It's just a display issue. Locking games to 144 FPS often causes a static 136FPS reading. You won't really see the difference between 289 and 300 FPS, even if it's actually reaching 289FPS.

Thanks for the update! Before I had the i7 4970k, I could achieve around 300 FPS and it was smooth. It's odd though—if I set a cap like fps_max 250, it drops to about 200 or lower. I'm not very familiar with the motherboard settings, so I think there might be some adjustments I need to make or disable certain options.
