If your laptop display is number one and the monitor is number two, the variation in size likely comes from differing resolutions. The laptop screen is compact yet offers a much higher resolution. As @GuiltySpark_ mentioned, using the identify feature should display a number on each screen to confirm which one corresponds to which device.
Windows doesn't have a method to determine the actual physical dimensions of each display. It only displays screen sizes based on pixel count. *Some monitors do provide physical measurements,* and there are rumors that occasionally Windows shows them accurately, though I haven't personally verified this.
