I've attempted the following steps:
CPPC settings in Driver, Frequency, Cached
Process Lasso affinity 1-15: Some games still utilize CCD1 occasionally, even with minimal background processes. Not effective for Warzone or games requiring strong anti-cheat measures.
Uninstall and reinstall Chipset Drivers. I performed this manually on a Win 10 IoT system using Revo, during a fresh Win11 installation.
Game bar was toggled on and off.
Game mode was enabled and then disabled.
Power Plan set to balanced and high performance.
Gaming mode on the motherboard negatively impacted performance in games like CS2, causing CPU usage to exceed 80-100% and disabling non-V Cached cores.
I’m unsure how to make the game prioritize CCD0 instead of CCD1, especially in Warzone. It consistently avoids doing so. In CS2, all V Cached cores were putting off.
PC Specifications
CPU: Ryzen 9 9950X3D
Motherboard: MSI Pro B650-P Wifi
GPU: RTX 4080 (non-super version)
RAM: 32 GB DDR5
OS: Win 10 IoT - Win 11 Pro (Testing in Win11 for better results)
OS Drive: 1TB NVMe SSD PCIe 4.0 speed
(Games are all running on NVMe SSDs)
Currently using CPPC, Game bar and mode active, balanced power plan.

Yeah, the cache cores are running slower clocks which means lower performance in some games, so they avoid those cores and use the regular ones instead.
Does gaming mode improve Warzone?
Then the only option would be to switch it on and off in BIOS based on your activity.
Have you tried performance mode? Because you definitely want better game performance, not just a good balance between speed and power usage.

Gaming mode is really bad. I won’t even attempt a "9800x3D" (8C 16T) because it feels like an i7-9700 (8C 8T), causing games to struggle as CPU usage jumps to 80-100%, which usually leads to losing FPS. I’ll give High Performance another try on Win11 Pro, since the cached version performed slightly better in Warzone, with most cores resting in CCD1. After some time, two cores would briefly activate at 3.1 Ghz and 1.4 Ghz, while Ryzen Master ran in the background. (Even before the match began, all but one core in CCD1 were asleep, except for a few that occasionally woke up with minimal frequency)

Played CS2 with Game Bar and Game Mode active, using CPPC in Cached mode. Achieved an average of 400-500 FPS at 2K resolution (some graphical adjustments lowered it to 250-410 FPS). Very few frames below 400. Only one core around 300 MHz was active in CCD1, with two or three cores off in CCD0. The main issue is that background processes like browsers with many tabs consume the cached v cores instead of using CCD1 as planned.
