I just acquired a new, second-hand AMD R9 280X Sapphire Dual X 3Gb graphics card and installed Doom. It's working fine enough, though not the fastest setup possible. I noticed that while my older R7 240 could handle Vulkan (though it was much slower with OpenGL), now every time I switch to Vulkan, Doom refuses to launch and only reports errors. The main changes since then are the updated graphics card, power supply unit, and drivers. I'm looking forward to any assistance you can provide.

Have you attempted using DDU to uninstall and reinstall the drivers once more?

The card was added directly, so no driver reinstallation was needed.

Yeah, I didn’t realize I missed mentioning that I downloaded and installed all the drivers using the AMD installation option, keeping them very current. Sorry for the delay—I was just playing competitive CS:GO.

Sorry to inform you, but I completed the game a while back. Still appreciate your effort. I could attempt it again if I choose to play it once more. Regarding the solution, I simply played the game using Windows 10 instead of 7, thanks to my dual-boot setup. Nonetheless, I still favor Windows 7 over 10.
