You're experiencing issues with your Linksys router connected via Ethernet, only working for some Wi-Fi connections despite troubleshooting. It's possible your router has failed completely.

The Wi-Fi connections that function depend on your setup, and yes, a built-in access point in the modem can help. When a connection fails, clients usually don’t see the Linksys router’s network or get assigned IP addresses.
I tested the Windows troubleshooter and it reported DNS not responding. My phone’s mobile hotspot and built-in modem offer 500kb/s as an access point. They detect the access point and connect, but I encounter a DNS error in Chrome and other programs. Edited October 7, 2018 by budgetpcguy (mistype)
Check if connecting to the access point and sending a ping to a public IP such as 1.1.1.1 returns a reply. If yes, proceed to the adminstration page for the access point and set it as the DNS server clients are told to use. Alternatively, adjust your client devices to manually use it as their DNS server when establishing the connection.
