I tested the Windows troubleshooter and it reported DNS not responding. My phone’s mobile hotspot and built-in modem offer 500kb/s as an access point. They detect the access point and connect, but I encounter a DNS error in Chrome and other programs. Edited October 7, 2018 by budgetpcguy (mistype)

Check if connecting to the access point and sending a ping to a public IP such as 1.1.1.1 returns a reply. If yes, proceed to the adminstration page for the access point and set it as the DNS server clients are told to use. Alternatively, adjust your client devices to manually use it as their DNS server when establishing the connection.

I really appreciate your help—I switched my static DNS settings to 1.1.1.1 and then to 1.0.0.1, and it resolved the issue.
