I set up more than fifteen crematoriums in a relatively small city, yet many deceased individuals remain untransported. The worst situation involves a district containing both dead bodies and a nearby crematorium, but only two out of seven available hearses are used, belonging to someone else. Is this a widespread issue or specific to your area?

It seems you're describing a large city with a population of 1.5 million and a relatively low death rate. You also mention having about 100 crematories. What would you like to explore next?

It seems you attempted to figure this out on your own but hit a wall. Poor road links are probably the main issue—consider positioning your crematoriums carefully, as just being close isn't always sufficient.
