Do you have the old board and CPU still present? If yes, you might be able to tell whether it's a CPU/Board issue or a cooling problem by connecting it to a header and listening for the characteristic sounds and performance changes.

I’m expecting a new AIO with a triple RAD this morning. I’ll start with that first. If it doesn’t resolve the problem, it’s likely the board or CPU. I prefer making small adjustments before a bigger overhaul.
